		<description>Before any discussion on educational opportunities for children in foster care may commence, someone must speak the dreaded words which have allowed our children to be denied their right to be protected from harm. 

Those words are &quot;fraud, waste and abuse&quot;.  Child welfare is shrouded in the iron veil of secrecy, complete with immunity from prosecution in the act of filing false claims.

As we have recently reviewed in a GAO report, far too often foster children are &quot;illegally and wrongfully&quot; drugged according to DOJ settlement agreements.  This affects the education of a foster child.

Poverty is codified as the crime of abuse and neglect for failure to provide for the necessary needs of the child and the child is viciously ripped from their original guardians and placed with strangers in foster care.  This affects the education of a foster child.

Building a special education funding pipeline for foster children will be futile if there continues to be no accountability and transparency.  What one will find is there will be a mad scramble to make up for fiscal shortfalls by making more children eligible for the funding.  

Simply put, the number of children in foster care will significantly increase creating burdens upon existing child welfare programs.

Why were there no original guardians at these discussions?  Why was I not involved in these discussions?  Allow me to participate for I am an original source.</description>

		<description>As a Current foster youth I have spoken with the local Occupy Movement about DCFS wards.  They thanked me for telling my story and then they told my story to local media.  Youth in Care are part of the 99%.  

Also have done independent research and found that there have been over 500 bills to help youth in care and protecting youth from Child Abuse proposed by the Federal Congress in  this Congressional Year and a lot of them are still in committee. What will it take for these bills to be Voted on.  Law makers have always stated that protecting children should be number one cause but they are not doing that much for them. This is why youth are suffering because law makers rather spend time arguing instead of FIXING.  This is why I use my Voice and My Story to help other that are in the same spot as myself. That is why I will keep telling my story so that there is a face to the Cause.
